I assume that by "your" you mean the forum and the forum doesn't have partners and especially now partners on twitch. So you either got scammed by somebody who was impersonating an admin or a person here, lying about his connections here, or you're completely mistaken about the whole bitcointalk <>twitch partnership.
Unfortunately with this little information, there is nothing poeple can help you with, and if we randomly go through scenarios of what could have happened and it's about a guy who you've paid for something and did not deliver or scammed you out of your coins, then only the police will be able to do it.
Since you say he has a twitch channel so he can be identified, file a police report to your national cybercrime unit or the equivalent of it, they will be the only ones who could force him to pay your back after an investigation or prosecution.
But, again, a few more details would be nice, at least might serve as a warning for others not to fall into the same trap.
