As long as there is activity, even with low Merits you can still be included in a paid Signature Campaign. But I believe it is wrong to want to come back to Bitcoin Talk for Campaigns only. You will find yourself with no inspiration and writing shit posts to fill the quota and earn the Bitcoin. In exchange, you will become less and less wanted by Campaign Managers.
I suggest you become active in all the Boards of the forum where you find interest. If you are not interested in a Board, do not stick to it but find another that you like. Lastly spend time writing a decent post and only reply if you have something to say that has not been repeated by ten other users before you.
This is how you do it. Surprisingly to some of us but common sense to me. You become active and interested or you find another way to earn a buck. Please do not do this for the sake of earning only, you will contribute more to the shit posting than to something useful. I doubt there is no Board you can fit in easily.

I wouldn't be so optimistic on that. The rivalry in the signature campaigns field is extremely tough at the moment , thus 5 merits wouldn't be enough to be enrolled into one of them.

Welcome back to the forum, being a legendary rank member, I don't think you should be having an issue to how you could possibly start all over again, this is very simple and easy to achieve, get yourself active, make quality contributions, earn merits and later apply for a signature campaign if you qualify.

The merits will be given once you become active again and if you are from any Local board then try to active be there too because where you may have chance of better exposure and in the main boards if you are particularly concerned about getting merits then concentrate posting on where most merits are awarded. 
I got merit directly and I don't remember me getting much merits for my posts
