Yeah, that's quite high but can't you do some alternative that you'd withdraw with other crypto and then you'd sell it on a local exchange? Maybe that will save you some fee or it's going to be more expensive doing that method?

I have read through some threads and never have I seen anything like this (in those that I have read) - you’ll see users posting about bonuses they from participating in one contest or the other but none has mentioned any welcome bonus.

I think it is really about playing back to bc.game that's why it is called welcome back bonus for reason. Also I think it is not about what's your VIP level since I'm only VIP 5 and received the welcome back bonus.
