backed up my wallet.dat , deleted the files from the appdata folder, replaced wallet file, so now downloading the blockchain again, it shows at zero coins, will that change when the network is fully syncd? do I have to restart the app or anything for them to appear?

The error message says you're pointing at testnet. Are you doing that on purpose? My guess is that your chain is mainnet, but your config says testnet.

Just save your wallet uninstall neblio reinstall and put the wallet in the roamingfolder in neblio. I think that should work. I had a similar problem but I don't know what the error message was.

for me, it is very close to enter the big exchanges. 
I did not know the service that coinswitch offers, has the fees a little high but they are lower than in other places. I'll prove it, thank you.
fees is less than changelly, its good for someone doesn't want to use exchange
