Right now what needs to be done would be to lower it by a huge amount. However in the long run retarget every block is the best strategy, so implementing it now would be best.

How about implementing digishield so the current problem you are facing would disappear. Digishield would adjust the difficulty every block, so that it wouldn't matter if a lot of people jump on at one point and leave the next. You can read more about it at http://www.digibyte.co/digishield
