See so we have to manually check them and some will work while some won't. That can get really frustrating and I've dealt with this type of stuff before. It's not great.

Blame the companies man. Some sites online sell this same list for $100-500. I'm just sharing it with you all for 0.01 BTC.
That is true he is just trying to profit on it.

also can you even convert PDF like this excel or useful format (I guess you can?)

Interested.  Where did you get these emails FROM?  So the email owners have given their consent to have their emails sold and advertised to?

Are these emails targeted to any specific interest? Why are they in PDF format instead of a spreadsheet or word document?

They are in a PDF form because a 2,227 page word document or spreadsheet might get hard to manage, and everyone can open PDFs.

hes asking for the category where you got these from, like eg: mlm leads, real estate etc.
