I really don't understand your question.
The other person was out-spinning you ?
Does that mean they were spinning faster than expected ?

So if you look at the time of the plays, you;ll see that one player is spinning several times a second. That's what I'd like to know how is that possible.

Hacker wouldn't put 1000 tickets on the lottery, as house takes 20% of all tickets. With not enough players playing, he would never generate any profits.

I've noticed that their lottery have a one user that always buys 1,000 tickets outright, even if he's the only player. That is irrational as that would mean negative profits even if he wins them all, due to house edge.

I suspect that it's actually a 'house bet' and that they are circumvening provably fair with these scummy bets.

Probably a bot used by the owner of the site to make it look like ppl play. That would also explain why there is no or very little time between 2 spins.
Another possibilty is a bot written by a hacker who found a vulnerability on the site.
