I have 2 5850's and they run at 340Kh each.

I used cg miner to o'c the cards.

Im using catalist drivers 12.8
CGminer version 3.1.1

Mem 1150
Core 800

Its solid 24/7, only had to to touch it due to pool going down or drops in internet connections.

Slightly slower and stable is better than squeezing the extra 40 - 60 Kh/s and it being unstable. You dont want to be fannying around with it all the time, just press go and watch your account balance.

If its a dedicated rig do the following:

Wipe it. (its the only way to be sure, some will disagree saying its a waste of time but the hour spent here can pay dividends on avoid problems in the future)
Reinstall Win 7
Install .net 4
Install Catalyst driver 12.8
Install cg miner 3.1.1
Create a new bat file in cgminers folder. (right click new text file)
Enter the following BASIC info
Code:
setx GPU_MAX_ALLOC_PERCENT 100
setx GPU_USE_SYNC_OBJECTS 1
cgminer --scrypt -o http://YOURMINING POOL:PORT -u WORKERNAME -p YOUR PASSWORD --
Save it and now change the file extention from .txt to .bat
Create a shortcut of the .bat file on your desktop and then double click it.
Profit???

This will be my guess, drivers should be 13.5beta2 and sdk13.5 beta2, cgminer 3.1.0
Try with one card alone first. If it plays, use quallity cooler and lower temp target.

even before i try this my gpu 0 isnt even hashing its at 0 and it keeps crashing with all my settings at default

Try with the 5850 only. Take the others out.

ya the other are hashing but this stays at 0 and then crashes the computer

950 = GPU core
1000 = Mem clock
1.088 Voltage

Try to lower the GPU clock.

--shaders 1440 --intensity 19 --worksize 256 -g 1
950/1000/1088vddc
413-438 Kh/s cgminer 2.11.3
Catalyst 13.1

GPU's aren't all the same so YMMV considerably.

is there a way to run at low intensity

Don't know. This is a dedicated box, it is possible to keep tweaking. Lower the Int., up to -g 2.

whats 950/1000/1088vddc

Clock settings/voltage.
okay so is 950 gpu mem clock
and 1000 is memdiff
and 1.088 is gpu-vddc

but how can the guys that are on https://en.bitcoin.it/wiki/Mining_hardware_comparison
saying they got 400 mh/s with a intensity of 13

Because that chart is for BTC, not LTC.  Different settings.

Not all cards will work the same. Takes time to find your GPUs sweet spots.

Yeah, change your intensity to 17, your worksize to 256, your memclock to 1180, and your thread concurrency to 5760

If you are mining LTC, then you need to increase your intensity (go back to 19) and also mess around with your memclock and thread concurrency.  Try adding these.

-o http://yourpoolofchoise -u username -p password --auto-gpu --auto-fan --gpu-engine 850-1000 --gpu-fan 0-90 --gpu-memclock 1180 --temp-target 75 --temp-overheat 95 -I 17 --thread-concurrency 5760 -w 256

Sure post it.  I didnt catch it at first because the settings you listed before are for BTC mining, and if you are stating kh/s then you are scrypt mining LTC, right?  Those are different settings.
