My Russian may be a bit rusty, but a total container (without ASICs) from Allied Control is much less than $1 million, not the stated $1.2 to $1.5 million in your post.
As far as I know the Asicminer Gen-3 chips (BE 200) in a 2-3PH container as finished mining solution is less than $900/TH and that includes everything, including power, networking, delivery, etc. The miner needs to plugin power and internet on the outside and the mining can begin. The discussion of air cooling vs. immersion cooling is obsolete, it is a matter of delivery.

The containers include all that, power, networking, servers, monitoring, cooling etc (it's not just cooling alone). If you ask maybe you could buy single components, or without some of them. But the point of all this is to get a total turnkey solution instead of building your own, no? A container is a building to which you connect power and internet. You can also put it in an old warehouse.
Say you get your 2PH online when the difficulty is 20000 million (few months from now?). That's a gross of BTC 1,510 (or >$705,000 @ today's $467/BTC) in the first month. How many mining boards and how much of a 1.4MW mine can you build in one month? When AM gen-4 is out you can upgrade in a day, resell your container, or move it to where electricity is cheaper (probably not a concern in Russia). If you don't like AM you can use another chip, or a different currency altogether (or mix from the beginning).
With these sort of investments you are not talking about hobby miners who like to fiddle around with fans and heatsinks, and asking a friend-electrician where to put their thousands of Ampere of 400V electricity.
If Friedcat and AC can deliver <$1000/TH (deployed) in a few months down the road this has to be taken serious by large mining ops.
