Oh I forgot to tell you, glad you mentioned it. It wasn't the sites I mentioned before, but this other person does it on the side to make a little extra money. A little risk, if the market would randomly drop suddenly for no reason. He just set up a business paypal account and sends the coins from his own wallet. I have to go back and look, but I think he charges 2% fee or something like that. Not exactly streamlined, but it works for him. As soon as the money is sent he sends the coins to the person's address. It's all manually done. Paypal business account give the buy assurance that they will get what they paid for, but there is again some risk on the side of the person selling the coin. So he limits the amount you can buy per day to control his risk.

Emercoin does something exactly like this, it's small scale, but works atm. Paypal and cryptos generally are a nasty combo though.
