We can prediction which one the best year for investing on ICO project, when bitcoin raised to higher price is the best time and moment to invest your money at ICO without waiting have on 2020, because how bitcoin raised up will have higher price for an ico project.
But the saturation of ico at this time has been very pronounced because there is indeed no change and the increasing number of projects that commit fraud make people feel that ico is now no longer profitable for them ..

That is not because that was how we said in 2018 that this year will be a better year for ICO but is getting worsen, so I don't think that will be a better option because ICO is already coming to an end .

I do not know in what to believe in. There were so many people that were saying that 2018 is going to be the best year for all crypto currencies, but still nothing has changed and the market is still in the downtrend without any green signs.
Iam also saw some cryptocurrency experts are say in 2020 will be good for good project based every coins. Also ICO's will be good in this year. Now started turning point for it.

let's just look at it because in my opinion crypto is hard to guess as for example many months ago many predicted that at the beginning of 2019 crypto prices would be high but what happened just recently the crypto price has improved slightly and has not lasted long. so let's just pray that these predictions can occur.
My opinion is 2019 is best year for ico investments because now is the time for cryptocurrency market recovery and it will be good as the participants here stay as supporters for cryptocurrency. so 2020 is the year for the profit makings.
I am now thinking whether there will be an ICO again for 2020. If indeed that happens it must be very strict regulatory regulations for the ICO in the coming year
I bet we will see better and baddass projects in 2020 simply because bitcoin halving is 2020 ,since what most devs care about is market condition and fear of dumping there tokens 2020 will be a better target for upcoming projects and that doesn't mean there won't be scam projects too ,profits is all we care about isn't it?
I hope it will be the year for ICO in 2020 because there are a lot of prediction in cryptocurrency, but most of them are not true. Hoping that the upcoming year of 2020 or this 2019 cryptocurrency will become a huge success once again. 
Nah FUD as always, It is not guarantee that ICO is best for 2020. Who knows that the ICO will be change to STO. There were news in this forum that ICO will be replaced by STO (Security Token Offerings). Mind you this system is relatively good because it will be the new era for any crowdfunding activities to which it wil secure the investors money through the law governing about the crowd funding activity.
I hope it will be realized soon, because to be honest I am fed up with the many ICO frauds, I hope in the future there will be no more frauds under the guise of ICO. 
I don't know if that year is the best year for ICOs, but hopefully your prediction will be true so we can make big profit just like in the year 2017.
In my opinion the best year for ICOs was 2017, because you could invest 100$ in each hype ICO and recieve a millions later.
I also think that in 2020 we will see another growth. This year the market will gradually recover, and next year it will go up again
