Of course! The word "chance" has gambling connotations, while the word "luck" is loaded with superstitious undertones :-) The only difference comes from the perspective of the person you ask.
The generic term, the mathematical term, is probability. I guess the guy who thinks payout from different pools on different days are controlled by "chance" had a dad who played the ponies. While the guy who calls it "luck" had a mom who believed her horoscope, threw salt over her shoulder and knocked on wood for "good luck".
My mom was an engineer -- I call it probability.
