My email seemed to follow these instructions. I have added a few more details and resent an email just now. Hopefully, I will recover my account this time around.
According to past recoveries it usually takes a week before you are contacted by the team on your email on how to recover your account after you send the first  email. Quite surprised why you got no response.
Hopefully you manage to recovery your account this time round.

By the way did you use the original email address with which you used for setting up the account to contact the recoveries team?

Edit:
The reason your account is not being recovered is because it was Permabanned most probably because of plagiarism, Perhaps after the hack.

I don't have enough time right now but a little investigation can reveal which post got you banned. Whether it was a post before or after the hack.

I emailed a signed message to [email protected] on 29/01/19 but never received any reply.
This usually doesn't work.

However, theymos released a new recovery system (that does work). Follow the instructions on this thread: Recovering hacked/lost accounts

I have just realised that I could not log in to my account and have found an email back from April where my email account and password was changed. Somebody has been posting under my account since this time. The email said I had 14 days to click a link, but obviously this has expired. Is there any way to recover my account?

That does not sound very impressive. You let the account remain compromised for so long and need it now all of sudden which looks suspicious.

Read this thread: How to sign a message?!

It can't be a watch-only address. You need the private key to sign a message from the address.

I have found this post which contains a bitcoin address which I requested payment to. https://bitcointalksearch.org/topic/m.11609338

I have thus far located a watching only version of the wallet in electrum. I have never signed a message before. How do I go about writing the message and then signing it on the offline device?

Did you stake your bitcointalk address on this thread; https://bitcointalksearch.org/topic/stake-your-bitcoin-address-here-996318 using a signed message?
Then you should message Cyrus or Theymos with certain information as detailed in this thread; https://bitcointalksearch.org/topic/recovering-hacked-accounts-or-accounts-with-lost-passwords-497545

It usually takes a while, so you would have to wait in line. You should also provide proof on this thread so a DT can leave a negative feedback in the account to limit the activities of the hacker and warn other users.

That's the only way: Recovering hacked accounts or accounts with lost passwords

You'll have to sign a message from an address or PGP key associated with your account. Do you mind linking your account profile/name here?
