Why won't the SEC force crypto-trade to close?

Close, no. Stop taking US customers eventually, most likely. The fact that they're operating outside the US gives them at least some time before the SEC can work with local HK authorities to investigate and take action.

Non-distributed exchanges, in short, are at risk but the further away they are from the US (servers, operating companies, owners, domain registration, etc), the longer they can operate. It also helps if the SEC doesn't get notified via a documented complaint ...

but since i'm not directly assigned to crypto-trade it's not up to me to make any decision nor do i know any details..
