As I understand it, every qualifying post you make represents one potential activity point. You can only earn a maximum of 14 points in any 14 day activity period. In order to use 14 of your potential points, you need to make at least one post in the activity period. I have over 1,000 potential activity points, so I only need to make one post in this period for me to be awarded 14 points when the next update takes place.
You have it the wrong way around. You have 0 potential activity points which is why you get 14 activity every activity period. If you had 1,000 potential activity, you could get an activity point for every post you made regardless of timing up to the amount of potential activity you have (in this case, theoretically 1,000).
