Out of curiosity, can you confirm if this person's bids are going to be accepted? It appears what they will most likely advertise will be questionable at best, and outright illegal at worst (or at least anyone who is caught doing the work they are hiring for would be charged with drug related crimes -- if it is right for them to be charged is another question, however the likelyhood of such charges is still high). It is my understanding that SR1 used to be very a very taboo thing to talk about, although it seems less so now to an extent.

We advertise our HR/staffing services, where we screen potential candidates and introduce the qualified ones to employers who prefer to remain anonymous. We don't believe there is anything illegal about doing ones work while preserving own privacy.
