Reread the thread, you must have misunderstood it, the USDT 200 amount isn't for promoting the scholarship instead its the reward given to the user that'll be opportuned to b selected. The user can make use of any board that offer the option of creating a thread on hiring forum members to promote their project provided they're willing to pay in the recommended cryptocurrency of that board.

It might differs made on how different users will want you to prove it but I think uploading more details about the site, it's license, the team behind the site might draw in some trust into the authenticity of the scholarship also escrowing the fund might just do the trick for assuring the community, you intend paying the potential selected users and not just looking for cheap publicity to promote your website.

Free promotion is rarely good promotion.

If you really want to get students to get involved in this, why not send out flyers to students that live on campus?

You can normally find the addresses of student halls and dorms online, then you can simply send a flyer to every room in the block.

This wont be free, but should be massively expensive either if you use a local flyer dropoff service. If you can afford to give away $2k + more over stipends, you can afford to do some basic marketing.

You can post on the service board in search of some volunteers who're not currently monetizing their signature space to wear your signature ads for free, you're likely going to get some volunteers that would wear your signatures if truely what you offer can be proven to be authentic. This ad will be display as they engage in conversation on the forum.

Apart from the above comment, you can try to make a deal with some website owners [preferably with similar traffic] about displaying their banners on your websites and them doing the same thing [for free].
