I am the real market maker on the www.phenixex.com exchange.
I bought some PXC for 0.09 BTC
Want to buy them back at, say, 0.091 BTC? 
I'm still playing around on there too. There was some bugs a few days ago but seems all my orders are going through correctly now. The interface is really responsive which is great because it's usually a problem with a lot of exchanges.

So it's testnet coins then?
Currently there is no withdraw / deposit enabled so it's just random numbers in the database, representing BTC and PXC.

No, not in any way
The exchange is currently alpha test stadium to test out the completely rewritten trade engine, improve the user interface and try out new features.
People can trade with free playmoney already and some of the weirdest trades have been made, as this screencapture shows
