If you have to set up your environment from scratch, maybe an hour.
If you're all set up, 10 minutes.
Check out Shakezulas tutorial on Devtome for creating altcoins. It has step by step instructions with images. You can't really go wrong.
This is great. The faster we flood the market the with garbage coins the faster this community will smarten up and stop chasing the flavor of the week/day.
