Because of past experiences I have become skeptical to invest in any altcoin now, even though altcoin will boom when Bitcoin also rises in the coming month then also we should not forget the risk factor associated with altcoin investment. So many new projects are on the rise right now and if the trend continues we may likely experience a similar experience to 2017 when we saw quite a good number of altcoins doing incredibly well but failed to recover after the 2018 bear market.
Yes, that's how we respond to past failures, it becomes natural when we become skeptical of altcoins. But I don't think we should dwell on that fear, because that would be a negative thing in my opinion. Because surely if we have feelings like that will surely spread to others. It is just like saying can the sun shine. Altcoins have been very risky since the day they have started to be created, ICOs, IEOs, pump and dump, DeFi and many others are risky. Some are like ponzi scheme and some are just not worth it.

During bull run, you can buy altcoins, but during bear market, better to sell because they are most volatile and some altcoins will remain dead.

Buying altcoin at all-time-high is another problem because most of them do not use to reach all-time-high again. You can check many altcoin created like 5 years ago to see that I am right, which means they are not store of value.

I agree with you that During a bull run, you can buy altcoins, but during a bear market, it is better to sell because they are the most volatile and some altcoins will remain dead. But all of that must first do research on market predictions, because if we panic in terms of investing then we will lose more than profit, I don't think the market has to be Bearish anymore, we immediately sell the coin, who knows it's just a drama being played, even though if we save it might happen 10x the profit we get. And every investment in any market also has its own risks, especially investing in crypto, I suggest that you choose to invest in stable coins, such as Bitcoin or some other Altcoins which in my opinion even if there is a decline from time to time but the coin has the ability to recover after the decline i.e. Ethereum or BNB.

You can't time the market. Only insiders, whales, and miners know what the price of BTC will trade at. The best we can do as retail investors is to HODL and my favorite way to hodl is with staking coins like ICP and CNDL. Each of these can give you a 20% APY staking reward.
There are many projects that give an annual rate of 20% with this type of Pos system. The important thing here is where you entered from, some holders entered from the top, now they are still trying to lower the average. In my opinion, there are better staking projects and they are at layer2 potential, of course, everyone's own preference. I try not to prefer too many altcoins when the market is in such a downtrend. The best is to fluctuate in bitcoin and stablecoins.

Bear season is a good time to invest, specially in some good altcoins that has also a good rank in some price tracking app like CMC, because the altcoins is very cheap during bear season so we can buy different coins in a low price during bear season, all we need to do after buying is to hold until bull season come and earn.
Yes, during bear season, you should really take advantage of that time to buy some potential coins,

Whether it is point network or any other altcoin investment, there is risk. Just on someone's word never go for an investment. This is not at all adviced with cryptocurrency investment. When you make an entry to a new project, make sure you know well about the project and it's scheduled plan. It is always good to have a portfolio with altcoins in the top list and further have a separate portfolio for low level and new projects.

Not everything in the market of altcoins can be trusted. You've given an example that a sudden turn of event happens and that's why you need to choose wisely and be picky with your choices.

Many altcoins are good as seen but you'll never know when it's going to turn the side of the table and completely turn it upside down.
