That just means, they skipped the merklehash and genesis block, entirely. Basically, it is an indication, that the coin, was never tested

Which altcoins have working testnet support?  

Many, if not most, of the new batch of altcoins will fail if you try to run them with -testnet option, popping fatal error messages like:

if a coind dosnt support testnet, stay away from it as it shows the creator is no dev, its a copycat
