I would suggest the same. But you can observer ICO prices of some promising and safe altcoins to buy when they are cheap. But don't go all in, just use 10%, then if it drops, buy 20% more and so on..

If you have enough fiat funds, I would say yes, because its been for a long time, that very perspective altcoins were so cheap. LTC is nearly by 50 USD, Ethereum by 250 USD, EOS costs only 5 dollars. It is a great time to buy them now.

Base on my own perceptions I will prefer to buy BTH and ETH since its value is very cheap which can have a great amount of profit in the future. Well, basically most altcoin relying on bitcoin which its value is very cheap also as of this very moment.

I would not  suggest any of them. Waves is russian team, ETH? look that happens now, nobody believe in ETH anymore. NEM is good, team is working, but it does not help the price to rise. Neo , I do not know, can't say anything
