I'll recommend to sell it for bitcoin and hold it a bit. I think such thing is the best strategy right now. Because we can see for now only bitcoin getting rise, altcoin is still freeze. Besides that just look at the market circumstances if you want to buy, it will useless if just you the people that buy it while the other dump it, do not be fooled by low prices.

No one can give you an exact answer. When trading cryptocurrencies, you should always monitor the situation on the market. Here any news can give a signal to buy or sell an alts.

if project good and serious better to wait for good listing, for sure price will be growing, but if project is weak dont waist the time, sell sell sell

From my little experience with trading, there is no exact time to buy/sell. Just be extra observant with charts and follow your heart, you would know when to buy/sell.
