I was going to handle a Service and offer it free at the start to build a portfolio and then start charging fees.

Obviously, there are strict rules on how to manage signature campaigns. You can check this thread to know more.

i just read the thread and there aren't much strict requirements, it says to actively monitor participants who are posting spam and who are posting normally and remove the low Quality posters.
