You must transfer your coins from Livecoin to Myetherwallet because sending any coins from exchange wallet could lead to lose them while you don't have any access to your private keys. There are some useful links how to create wallet there.

Can I confirm once I have created a wallet and added MNE Custom Token as per instructed the next step is go back to livecoin.net and transfer my MNE to MY ACCOUNT ADDRESS, not the address they have show in add Custom Token (Address: x1a95b271b0535d15fa49932daba31ba612b52946)?

the custom token address is just the address of MNE - the token itself
you want to transfer the coins to YOU - your wallet address
so of course you have to enter the wallet address to the withdraw form at livecoin.net
custom Token address of MNE means If i want to buy artemine then i can use same custom address a mentioned right ?
Can I transfor my MNE token to ether wallet address ? because some other exchanges have different address for each and every coin.Here I am little bit concern about it .There will be no issues to send MNE coins from live exchange to etherwallet address right ?.

MNE and ARTE are tokens built on the ethereum network.
These tokens are called ERC20 tokens.
When someone develops an ERC20 token, this token will get an address in the network (the custom token address) - the token is not identified by its name but by its custom token address.
MNE is one ERC20 token.
ARTE will be another ERC20 token.
So ARTE will of course have its own custom token address.
Because these ERC20 tokens are base on the ethereum network, these tokens can be stored in ethereum wallets.
MyEtherWallet is an ethererum wallet, so you can store your MNE / ARTE / every other ERC20 token there.
