Why it needs a masternode coin for a voting platform? Can it be done by a simple POW coin giving decentralized and absolute power to community of miners.

In early stage development first of all voting will be for free for everybody and even for voting you will be able to get coins but in our advanced development idea we will add feature that will allow serious projects… to pay for listing on voting platform to make it safe and security on blockchain. Paid listing will allow voters for free voting
