You can see the notification at the start of the bounty thread. This happened because - as you can see on your screenshot - we have only 13 participants in our signature campaign (not so big numbers in other campaigns as well): distributing 1 500 000 tokens between 13 participants is absolutely irresponsible, so we had to lower certain token pools. Their payouts are still very high though.
The sensitivity of the data calls for a decentralised way of storage, which will store data in multiple instances while maintaining data integrity. Moreover, since the data is enormous and is collected at a very high pace with diversified formats, big data will play a vital role in its management. The Ecosystem designed would, therefore, be based on a highly scalable architecture to accommodate future requirements.
