I think that this is a project to present a future like SF movies.
If this project is put to practical use, life will be much more convenient.

Yes it is able to be implanted in the human body. If a person dies, that is all legal stuff that would likely need to be put into a will and such.
As far as someone going missing, these are not able to be tracked, so it would still fall into the normal missing persons category and need to be taken the same way as any other normal person that goes missing would.
