Also website could use a little spiffing up. Its very plain and dark, look up bootstrap, and bootswatch.com it will really help. Good luck on your project, theres no really defined bitcoin lottery, like there is with dice and blackjack (777coin.com and primedice.com).

No the system is not free. You have to send the payment for your ticket : 0.001 to the address that you got when you clicked on payout.
It becomes free when i send you back the 0.001 btc ... i will do that for the first 10 tickets.
EDIT : I did not build an entire system / website to scam 10 people for 0.001 btc. I simply would really like to prove that the system is working properly before i launch any ad campaigns.
