Yes, the random fee is 1-3% from the overall mixed value. So the higher amount requires higher fee. This is common for all mixing services. See our FAQ for more information.

The localization/translation is useful for us only if at least one of our team members can provide support in that language. You can become something like "Language Affiliate" if you want. It works like this:
1. The translator/marketeer creates an affiliate account and we bind his account to the new language (Portuguese for example). Therefore, he will get 50% of every participation in Portuguese version of the site.
2. We provide a language file to the translator. He translates it and sends it back to us.
3. The translator/marketeer promotes our service in the new language (forum posts, magazine articles, blog, etc.) and provides support for users which do not speak English.

You can set the delay to 0 and the bitcoins will be mixed immediately. However, we recommend to set the delay to one hour or more. If I say it in simple terms then higher delay = better anonymity.
