It's because they are all PoW minable then change to PoS, COMM is the First 100% PoS coin that is given out to community members.
Other coins with PoS 20% or more (in first year at least):
ECC, PHS, HBN, CASH....
PoS of 2% or more is commonplace. High PoS is much more effective in building distribution in the early months (and few years) . Long term lower inflation is desirable of course, but most of the coins which dont get early distribution are dead anyway.
