Yes. COMM is 100% pure PoS coin.
1bil coins are 100% premined and then distribute freely to the BTT members who fit the rules.
And then there are variable interests per year.
You can mint coins according to your stake (COMM in your wallet).

Now there are still ~70 stakes left. You can apply it for free.
