There is a delay, which caused by hacking of forum. The voting is planned to start soon, maybe a week later.

yes - it undermines the credibility of the crypto-currency and developers team.
i personaly sell yesterday all my novacoins. i saw this behaviour when UNOCS promises soooo much things, and after that we saw delay and delay everything.
