Firewall settings?
Write firewall after clicking the Start menu and select Windows Firewall with Advanced Security, open it, click inbound rules, new rule, program - next, find the wallet - next, allow this connection - next, check all 3 - next, some name for the rule, finish.
Do the same for outbound rules
Restart
Open the wallet, wait 5 mins

If you're using any other additional firewall you have to allow the wallet to access the network there

Hi @Altcoinlover make sure you have checked

Settings > Options> Network > "Map port using upnp"

in fact, I saw this tutorial, but as I was using the conf file downloaded from the site,
I did not created a new one....

I will try to remove what is told in the comment from the existing conf file, and see.
