Mate it's not ban. It's more like slap, you will be able to enter forum tomorrow. My friend had same issue, and reason was, he was fighting on forum with other member(there was disagreement). But after some time he was able to get there.

It's depends of the amount of full DeepPoints at the end of week. This week it was something around 20. So it's 1250 Onions for 1 DeepPoint.
