If you are going to fork, then why not do it properly and remove all premined and preallocated coins? Otherwise this fork is just for people that are upset about free coins from exchanges which is bs.
and remove diff bomb 
Yes we will take the opportunity to remove the difficulty bomb.
The Transaction protocol will also be slightly modified to avoid cross chain replay attacks.

How to join this fork or will get coins?
At the first page of this thread you can read at post number 1, as the following:
"Ethereus Maximalist will launch as a fork of the Ethereum blockchain at block 2,100,000. That is the only criteria set forth and we anticipate a community, miner support and a development team to form organically from there."
It will take about 21 days, it has been said at post: #19
