Yes it will be as mentioned in OP they will make exact copy of the ETH blockchain on giving time frame. I think this is interesting plan to get some tokens for free and if they will get succeed to deliver than it will be win win situation.
That doesn't seem to be very good since Ethereum blockchain size is already over 1Tb. So it takes forewer to sync Exereum chain straight from start?

I think this fork has good potential if it'll be realised.
If dev will manage to get support from big exchanges than it will get enough power to get explode. Current holders will make big profit when trading will get started anyway I am also watching the progress of this project.
