I think a large chunck of the premine was used for the swap out of the old coins to the new 
The premine and postmine will be used to facilitate the growth of utility and attract more buying interest to this bog. People twerk around with their feet emitting disastrous smell telling each other they made profit at the expanse of not washing up but that is fine as long as they know how to spend the money earned and how to eliminate the source of an awful reek.
