Yes! After block 400k Franko will dynamically change the difficulty based on the amount of people actively mining. If large hashrates like those provided by multipool starts mining frk then the difficulty will quickly adjust to keep the block time around 30 seconds. This will also be true in the case of a large amount of hashrate leaving the blockchain, the difficulty will again retarget downward keeping it fair for those who want to mine.
