Yes, on presale you can buy just Gatcoin because merchant tokens dont even exist yet. They will first have to release the internal exchange for those tokens and get some merchants to actually start using them.

Merchant tokens could, for example, be distributed with the A-drop technology of Gatcoin.

Well they aim for next year, but this is actually a big project. So it could be that some parts will be postponed for public release, I think they will run this is beta for quite some time into 2018

It's for the pre sale the fixed price. If somebody sells it on the open market for less, im sure buyers would be eager to buy the cheap GATcoins!

Fixed price means that price is not going to change, but as they said before eth price can change. The low price is because they wante people to buy their tokens, not to start trading in the market with them.
