You can think of it like a real life treasure hunt. You can drop your coins anywhere in the world (shown in video). Someone else can go to that location with a smartphone or other device and get your coins. It's a way to geographically share coins or get people to go to locations. You can drop you coins on events or play outdoor sport games and the like.

Go to CKC thread, read the dev posts, then come back to GEO, read the dev post (and buy GEO). 1 thing is clear, Tobler knows GIS. He also posted a short video to prove the software is under development. What really tips me off is you can see a small elephant icon in his taskbar
, that's PostgreSQL. Only an open source GIS dev uses Postgres. Anyhow, I've talked to Tobler and I assure this is legit. Of course DYOR and make your own decisions.
