There was a player in server. He was an admin or a mod.
What happened was, a map was loaded where CT would get hostages spawned into the rescue zone, so one round lasted 1 sec and CT always won.
Terrorist side was locked inside a stone wall.
This CAN ONLY HAPPEN WHEN ADMIN DOES IT! This means either admins/mods are stealing the HYPER coins this way.

What makes you say the player was an admin or mod? He wasn't. The player name and steam id you provide has a balance of ~500k game tokens and has never withdrawn any HYPER.
Earlier in this very thread it was requested that workshop maps be added to the server for variety. I added dozens of the workshop maps and we have experienced many problems since. Some maps gave players 10m game tokens each time a player connected to the server. These issues have always been reported to admins and the problems resolved. I will go disable workshop maps entirely for now.
Even if that one map was bugged the player could only win a maximum number of times before the map would be changed to a new map.
Looking at player balances I see 4 players who have exploited this bug or similar to gain very large balances. Just because a player manages to get game tokens does not mean they get HYPER. All withdrawals must be manually approved and anyone attempting to withdrawal an abnormally high amount raises very obvious red flags. In the past 1.5 months the server has only paid out around 700 HYPER....
Well i have played CS/CSS/CS:GO for a combination of 8 years or so. I can tell you these things dont just happen.
You say oh it must be a bug when
* Map time is set to pretty much infinity.
* Other sides spawn is set inside a stone square, with walls going up. Literally no room to move.
* Hostages dont start spawning inside rescue zones.
This doesnt happen by "accident"
Believe it or not, but Items on map do not just relocate, especially walls.
Someone has access to your server, is it gained by legal means ? Who knows. But the fact remains
What The Fck does a map with a design like that do in a playable pool ? And how the fck did it get there ?
All of this rage from an "experienced player" who exploited the bugs himself and requested a withdrawal for over 600 HYPER after a short time exploiting. You exploited the bug, gained 6,000,000 in game tokens, requested a withdrawal for over 600 HYPER, then came here to report a "suspicious Russian". His balance was 500,000, and he did not request a withdrawal. You claim to have played CS:GO for 8 years but are at the same time claiming that a workshop map must have been modified by admins, when anyone can go download that map and see that terrorists are surrounded by walls. You are silly.
I just loaded that map onto the server and it is EXACTLY as you described. I don't know what the purpose of the map is but it certainly isn't a normal map. Your argument seems to be that the map has been modified by an admin. Assign bots to only the terrorist team and then the counter-terrorist team can idle/afk, gaining a hostage related achievement as the hostages are auto-rescued, round restarts, endlessly.
It has already been explained to you how these maps were put on the server, they were requested. After workshop maps were requested but no individual suggestions made I added ALL the top ranked maps which at a quick glance appeared to be "normal". Many of the maps were buggy and incomplete so I began removing the bad ones as they were discovered. There is another bug present where maps which I remove from a steam collection are still being used in the server.
