The difference is that ASKfm 2.0 is about adding more meaningful content through incentivizing the knowledge sharing, creating a whole decentralized economy around tokenization of social interactions. However, you'll still be able to ask questions anonymously if you wish. Other ASKfm features such as pools and shoutouts also will be retained.
