Could it be that polo and other exchanges are holding ICN back because of the incoming dividends?
This means some effort regarding development and i am pretty sure that kraken will have a dividend system in place when the time comes.

i kept my ICN there as well until the team allows me to send it back to the ico. I wonder when can this happen.

Should be around the same time first dividends will be paid. It was asked and answered by the teeam several times here, on reddit and on the last AMA

How do you know what Kraken will do? They haven't announced yet. They may decide to distribute the dividends to the users, you just don't know that.
They are smart, I believe they will do the right decision and distribute the dividends. Otherwise they will have bad reputation. Liqui already announced that they will not keep the dividends to themselves, Kraken will do the same.

Yes, but it is up to the exchange if they will give it or not, atm we do not know if they will keep it for themselves or not.

My best answer to this question would be the fact it take "gas" to send your tokens to your wallet so exchanges are probably trying to find out a way to incorporate an "icn" fee that add to the eth gas fee. I believe some exchanges do not want to charge double the fee, but I may be completely incorrect.

Good Question. Since ICN is basically on the Eth network, The dividens shall be in Ether when you receive dividens as stated in the AMA.
