I am really interested in your services. I just wanted to exchange MTGox USD to paypal and it says "Fee to Exchange? 7.0% + $1.00 incl. paypal fees"

That's is so not 3.9-4.2?HuhHuhHuh?

Well the Paypal itself is also a second class citizen. Often, Paypal -> Paypal has a 2.9% fee.

Paypal -> Paypal is actually a 4% fee for international transactions,  and they charge 2.5% on the currency exchange rate too!

I bet paypal is happy to have bitcoin as a second class citizen.
Ordinary bank account -> paypal   -  zero fees.
Bitcoin exchange/wallet/bank ->  paypal - about 4%

I guess this is a step forward  but holy crap the bitcoin world gets eaten alive at the edges.

Fees- The lowest fee is 3.49% (MtGox Code, Paxum, and Dwolla) as there fee's are low
We had to bump up Liberty Reserve to 4.29% only because LR charges us 1% on receiving LR funds from you.
Of the 3.49% Paypal charges between 2.2% - 2.5%.
However, unlike other sites that charge 7%-8% for LR-->Paypal we only charge 4.29% as we secured an insane rate from Paypal!

Unfortunately no, we did try and arrange this but PayPal are still unwilling to accept purchase of bitcoins using their service. I would caution people against setting up an exchange using PayPal without their blessing.

We send the money to the designated PayPal account denominated in USD, for most people this means you would get a second USD balance.
I know my personal account (UK) has the main balance in GBP but also has a secondary USD balance showing the equivalent value in USD.

I cant get into details of the agreement, but we launched this with them hand in hand and have their full blessing

Thru over 10 years of being in the retail industry I built a close relationship with executives in Paypal.
Payal's main concern is Depositing funds into exchanges for now, but withdrawing is all clear!
