I believe he is getting those rates from the genesis address from minereum and he is simply applying the same logic for ART.

I don't think so because it will solely depend on the market value of the ART token. It has nothing to do whether anyone as individually mine less or more. That is if you get more you make more money by selling them but this doesn't increase your profit in my view.

All purchased ART will then be mined for about 60 years as per the current average block time (100000000 ETH blocks), the actual duration will depend on the ethereum block time over time.

It´s like any coin that is mined. Like Bitcoin, somewhere around 124 years. So this has 60 years. Off you wont get your value back in 60 years. it all depends on the valuation that will come with the coin. It might take 2 days to get the value back, it might take 2 weeks, 2 years or 10 years. Nobody knows that! It is just like buying a mining rig, you can not know when you get the value back, it depends of the value of the coin.
