Well you are thinking correctly but not 100% correct. Coins are already being sold by Dev. How do you think that coins came into circulation. Dev sold the coins in Cryptobridge also nobody else had the access to coins before being sold. This dev has earned alot of BTC as he initially set the price and sold the coins. I expect him to have alot of BTC.
