Don't think so, IPFS (Interplanetary File System) is basically a peer to peer 'hypermedia protocol. Basically best way to think about it is decentralized storage. Yes to clarify, IPFS is not directly connected to the ETH blockchain. Through the player APIs, listeners will be able to find the file hashes and decryption keys in Ethereum and retrieve the associated file from IPFS. Ofcourse Artists will be incentivized to upload correct files to IPFS and associated hash to the Opus Ethereum contract because if they dont, users will rate down the song and not makes sales

API's for third party player developers are also soon be released for them to help create their own Opus players.

Opus even has a working beta and a demonstrable product, unlike some of these past music oriented projects. Going on ICO's without even a hard product to show off.
