Kora needs creative and well-provided community. Each stakeholder candidate should prove that he has at least 5-10 BTC or equivalent in other currencies. In other way he can point to his creative portfolio: projects, participations, graphics, websites, musics, videos, etc.

about the sockpuppet countermeasures
you may want to use KryptKoin method instead of sharecoin
as KryptKoin developer is checking the dup IPs, very similar IPs, very similar usernames, similar emails ...etc
if you want to make a fair distribution for 3000 users, i think you will need a trusted team for checking every details of every user
it's not easy but it makes your coin much fairer than most of other free IPOs out there
