why would people put a txt file in the peepcoin folder and not just the conf file

Brand new user, single post, link to an archive with an executable... I'd advise against downloading this! If he really wanted to help, he'd just include a single conf file.

Because that is fundamentally impossible. Do you think the dev has billions of US dollars in his bank account to cover the premine when everyone starts selling their cut?

You can try pegging the value of a coin to a specific amount, but there's not much point if no one will buy at that price.
